The insurance company would pay out other parties affected in a claim, however not his own. The insurance company would then possibly try and sue the policy holder for their losses. So technically hes still driving round insured.

The DVLA encourages it, look at their prices of vanity plates and see how they increase when there’s the slightest chance of a number being used as a letter.

No it doesn't. By that logic any car that failed its test would have technically been driven to the test center uninsured.

Insurance companies only check the car has a valid MOT.
