Further proof that they are giving out driving licence's in cereal packets nowadays. This driver seemed to be suffering from some mental deficiency which required him to sound his horn every ten seconds while driving through Grantham. He was probably thinking that his mates were impressed but you just know they're secretly thinking he's a t**t.
