Befor calling people retarded it might be better to engage your brain and think about what you are saying. The evidence we can see is the letter N and ENT below, we can assume this says No Entry, but there may be an arrow out of view indicating that the no entry is to the right, also it is the usual practice for the words No Entry to be positioned on the road surface in such away that an offending vehicle would drive over them, this is not the case here, the vehicle drives past the words, this suggests to me there may be another route diverging at an acute angle from the course the vehicle has taken. Then again you may be right and the vehicle has driven the wrong way on a car park. If it has, it's hardly the crime of the century and hardly worth our attention.

The police try not to get involved in private car park issues and all that but the law is the law and so they have to act upon it.. Recently i recorded someone doing the same thing in my local supermarket car park and that person got a good ticken off from the police then a month or so later i caught someone driving around the same car park using their mobile and they got charged off the police and recieved points and a fine. Answer to what you are saying is this YES! it's in a private car park but depending what incident has occured and if other people or drivers safety is being put at risk from other drivers then the police will act and that driver will either get a warning or worse etc as just like this person in the video as they have went through a one way system risking the safety of other oncoming traffic resulting in someone getting injured..
