The sensible thing to do would be to call the police. Posting it on a poxy website would not save the dogs from dying of heat exhaustion! Typical Tut-Tut attitude.

Stupid Audi owner left two dogs panting madly in the car on a hot day with no windows open. The dogs were setting the car alarm off so there was no excuse to leaves these dogs in that state! Had to leave car with someone else whom was looking at what to do. Hope the dogs are ok.

If hou can't trace the owner, phne the police when that happens. Or you could break a window if absolutely necessary. Never leave a problem to somene else: take responsibility
