Do we have any info on how long the driver was parked? 10 seconds / 10 minutes / is he still there?
Were there any wheelchairs / pushchairs etc .... blocked while he was there? If so did he refue to move for them?
There are so many things we do NOT know about this incident.
Whoever has taken this photo has put the drivers job as risk for his 5 minutes of fame on the internet ........ well done you.

Riding on the pavement is - if you did your research properly - a grey are; it is down to the discretion of the local authority. Most are sensible enough to realise how dangerous roads can be and as long as the rider isn't riding like a prick they will let it go. There. Happy now? How many cyclists have killed pedestrians compared to cars that have BLOCKED access to pedestrians including the disabled, the old, the infirm and people with prams?
