I'm guessing but because of the built up area/street lighting and the fact the motorbike is travelling at 30-33mph and no other traffic overtakes them and they don't catch up with any other vehicle then the speed limit must be 30mph
If I'm wrong then I'll slap my face with a frozen kipper but being that the offending vehicle is a BMW if the bookies were taking bets I'd put a few hundred on 30mph limit and the BMW speeding.
