SMART City Coupe (Silver) undertaking with no lights on and refusing to let people merge. Front lights appear to be broken as rears working. Checked MOT history https://www.gov.uk/check-mot-status and front lights have had an advisory for the last 4 years! Muppet is going to cause an accident.
