I believe this is the correct number plate but not 100% sure... It was a highway maintenance van with two male drivers. I was cycling when I noticed that they stopped at a green light. My friend cycled past them and as he did that they started driving again almost hitting my friend. I was a bit angry with them but stayed calm. They the started to drive in two lanes (straight on and turn right lanes) and stopped in between the two lanes. I then try to cycle past the but without indicating or looking they turn back into my lane almost crushing me. I manage to get past them and tell them to use the indicator. The men instantly got next to me, almost crushing me into the curb again, and started claiming that they weren't doing anything wrong. I told them I was recording them because I cycle with a gopro (it was out of battery) They decided to turn left into me almost hitting me so I punched the side of the van to net them know I was there. They got infront of me and slammed the breaks on and opened the passenger door. I go around them and get my phone out to record them. I turned left so we weren't on the main road and then got passed me and disappeared quickly. I wasn't able to catch up to them but I got this image. I'm not 100% sure it this number plate but it sure looks like it. If you see the men in this van be cautious, they are willing to use the van as a weapon. I spotted them in Exeter but they could be anywhere.
