I agree it looks like the poster was hogging the middle lane. there doesn't look that much traffic in the inside lane from the photo.
I'm guessing this was taken AFTER he started flashing?
It might be a 50mph zone but you are not there to enforce the speed limit.

This driver dangerously came up behind me in a 50mph area on a motorway on numerous occasions. Flashing his Lights and driving in an aggressive bullying manner. He then came off and onto another motorway too fast flashing his lights plus signalling for us to pull over. We had done nothing wrong and there was nothing wrong with our car! We didn't pull over as it was unsafe to do so.
