Police won't get involved until there's a victim. Key the car and he will be told not to continue parking in such a manner that would cause his car to be "accidentally" damaged.

His choice if he wants to continue to pay finance on a car he can't afford instead of getting a house with a drive way...

The police won't do anything as they barely have time for serious crimes.

It would likely be a civil matter if you have strong enough evidence to identify the individual. However they could easily claim they were simply trying to get passed the car and accidentally caught it with their pushchair / wheelchair / etc and the case would be thrown out as the car shouldn't be on the pavement in the first place.

Yes it is my friend, that's why I genuinely cannot find any article that states you can use a reasonable measure to move someones vehicle. Feel free to find something that states otherwise.

Even if someone parks directly over your driveway you are not allowed to vandalize the car to move it. Only the emergency services have the powers you mention.

An EPB doesn't have a manual switch, otherwise it wouldn't be electric. Most, if not all, EPBs require ignition to be used.
