Someone was killed recently because a prick drove the same way THIS driver did, squeezing the cyclist into the curb. Same type of pinch-point. The rules are simple yet drivers like this think they can toss them aside..I think he should be banned before he kills.

A driver of this cab (I believe he is not the owner) did this to me in April 2018, and as a result got convicted in court. £280 fine, £115 costs, and 5 penalty points. Many thousands of cyclists run video cameras and will actively YouTube and prosecute bad driving like this, often reporting to police+employer.
