Takes nine years to accelerate to two thirds the speed limit. Driving 40mph on a 60mph road for a couple mile creating a moving pile up of cars forced into a bottleneck junction, only adding/creating more morning traffic at 8:30am when me and others are trying to get to work. Then when I happen to get behind him, he has no rear number plate. I had to glance at his front one. Why are you on the road???
as for the missing number plate - you don't know it could of been bumped off by someone driving excessively the previous day and rear ending the vehicle
Yes it needs dealing with but I'm more concerned with your need to use the maximum speed everywhere
A speed limit means it restricts traffic to a maximum speed mainly for safety reasons it doesn't mean every vehicle has to travel at that maximum speed.
Yes if a person is driving so slow that it is dangerous then yes you should report it
Other than that might I suggest you get up 15 mins earlier and drive safely with no need to use the maximum speed permissible? Wouldn't this be a better country / planet if people took responsibility for their own rather than trying to pass the buck onto someone who probably got up 30 mins earlier to ensure they don't need to drive at "top speed" and be a risk to other road users?
