The horn or flashing main beam is to make others aware of your presence. It certainly looks like she was not aware of his presence so the long horn (inc main beam) would be justified.
If she did this in front of a 'Road Patrol Unit' it would at least be driving without due care and attention or dangerous driving because of the added braking. The local police would either prosecute or send on a driving awareness course if this video was submitted online within 10 days of the offence taking place.
