Dash cam is indicating 37mph
There is a 40mph sign at 13secs
Having said that it does look very busy and built up for that speed limit

I agree with onlyme before I even read their comment.. the dashcam car appears to be going too fast. The car pulling out would find it harder to judge speed and have less time to do it.

Dashcam driver is doing 39mph in either a 40 or possibly 30mph road. It looks "built up"/residential and a very busy road. It's not an excuse for the "offending" other car but where is dashcam driver's consideration for other road users?
Yes they had to slow from 39 to 20mph ish but is that such a big enough excuse to upload? Or maybe the dashcam driver was distracted and didn't consider the traffic/road conditions and it's they who should be identified?
