I'm not siding with the driver but I also need to question "Why are 2 kids in the middle of what looks like a busy road?" and if it is busy I'm also wanting to ask "Where are the pedestrian crossings?"
Now the driver was rude to stick two fingers up after you blasted your horn.. but maybe you should think more about specifics.

Speeding motor nearly hits two schoolchildren and when camera car sounds their horn as a warning to speeding motor they tell the camera car driver to fuck off and stick their fingers up at the driver, Parents this is why your children are at risk because of this driver!
