He'll probably get his taxi licence revoked from that council and either
1 - register at the next local council
2 - get a family member to register and he'll be the one driving
Re - prosecution
It'll probably just be either
1 A "word in his ear" because otherwise he'll sure for racial profiling
2 - He'll get a caution (not effective as it seems it's down to Joe Public to catch him
3 - Prosecuted where he will state - he needs his licence to feed his 11 kids from 2 wives (all receiving benefits) and he'll be given a fine of £50
Now the correct procedure should be
Banned from taxi across the whoe of the UK
Forced to pass an advanced driving test before being allowed to drive but if he re-offends after completing the test - automatic 10 year driving ban

Stupid idiot taxi driver mounted and drove along the kerb on Newgate Street, Newcastle to avoid a traffic jam. Could have caused a serious accident and killed someone.
