The car driver started the confrontation and the cyclist responded telling him to get off his phone. Seems perfectly reasonable to me.

Hi Ike. like many, where I live there isn't even RoadSafe or any similar initiative. I think you are also right about being very careful how you approach people like this. If they know they are banged to rights then they are more likely to take desperate measures to try and destroy the footage. I would use the word "please" before "put the phone. But I do think it is a great thing that road users including drivers and cyclists are coming together to film those who still to this day clearly don't give a crap about the dangers they are causing.

Yes that driver is a total prick for using his mobile but you are a bigger KNOB for pretending you are the law by telling someone not to use their phone, Frustrating it is but you are NOT the police, You will get yourself a good licking one day off one of these pricks and thats a sure bet especially London, Look just capture and record and the post and report them its that easy, Do not make yourself a target mate please!

I've never used Roadsafe and after reading the link below I doubt Roadsafe to be an effective measure to address unsafe road use.

"It appeared as i was approaching the turn that the driver was giving way. As I turned to enter the road he then just drove his car at me. It turned out he was on his mobile phone and not paying attention. He then threatened to rip the camera off my head. I pulled up to the side of the road to calm down before cycling on.
His car did not have VED.
I reported this via RoadSafe, the police have not been in touch since. This is the 4th time I have reported an incident where the police have not responded, or lost the complaint.
