They still had priority. Yes, it's not a public road so the rules are different, but the cam car still has priority and the consequences could have been severe, for both parties.
I would really like to hear both sides. I would also like to rule out the cam car suddenly speeding up; their speed to me looks a little high for the conditions. I just want both sides and to be be fair to all.
