In fairness, if you're not overtaking you keep left. Clearly no one was in lane 1 so they were all lane hogging. I see this all the time, lane 3 is moving at 20 or 30 miles UNDER the speed limit while lane 1 is empty, it's madness.

So I don't blame this guy at all...
