Anyone with an ounce of common sense
If you are turning left use the left hand lane
If you are going straight on use either lane unless road markings/signage states otherwise

As this is not a straight on and with the lack of good road markings most drivers with common sense would say you need to be in the right hand lane to take the second exit

In this instance I put blame onto the local authority or whoever deals with road safety.
