Because some taxi firms are not responsible enough to "control" their drivers that's why every council authority has a responsibility to issue licenses/permits to taxi drivers - they do have a responsibility for the safety of everyone.
If you've ever tried to raise complaints with taxi companies you'd maybe understand why your comment falls flat on it's face and gets run over by a steam roller before being pecked at by the local crow and raven families
