What this person done wasn't a failure, it was perhaps not very considerate but is exactly what the highway code states.
Here are the rules for car drivers:

Zebra crossings. As you approach a zebra crossing
-look out for pedestrians waiting to cross and be ready to slow down or stop to let them cross
-you MUST give way when a pedestrian has moved onto a crossing
I.E you only have to stop / slow down for those already crossing.
Here are the rules for pedestrians:

Zebra crossings. Give traffic plenty of time to see you and to stop before you start to cross. Vehicles will need more time when the road is slippery. Wait until traffic has stopped from both directions or the road is clear before crossing. Remember that traffic does not have to stop until someone has moved onto the crossing.
So, as the person had not started to cross the driver here was under no obligation to stop, neither was you. I'm glad you did, and I would have as well, as it is kinder to but calling out the driver on here for not doing it is uncalled for in this instance.
