I doubt the police will take any action
Because of all the Tory cuts they don't have enough time to eat all their donuts - although anyone with an ounce of intelligence knows it's a 30 sec job to identify the owner/address then a pop around to address to see if the registered keeper is the same as the photo (maybe 20mins) then issue a fixed penalty notice 5 mins
Maybe you should contact the council so they can ask their traffic wardens to monitor if it's a local business
