I'm not saying where the police parked was OK but....
Had you needed them for an emergency and they parked blocking your road I'm guess you wouldn't be ranting pointlessly.
Now if they parked there to do some shopping then I could hit that red thumbs down
but
and it's a big but
Most likely they are there to deal with that same POS shoplifter they've dealt with 14 times before but sadly all they can do is arrest them and report them to CPS for possible/potential court action and then we have to rely on those judges to make realistic sentencing choices to reduce the risk of repeat offending/threat to society and more likely than not the scum POS will be released without any form of prison deterrent to go about it's normal life and re-offend within days and this just ties up our police force, who's staff numbers have been heavily cut, and to ensure as quick a response/less time away from catching real criminals they may decide to park in what some would moan about as an incorrect place.
