Driver didn't seem aware temp 50 mph speed limit had been lifted coming up to J21A of South-bound M6 and came into left hand lane from second lane right in front of me without indicating. Driver seemed distracted as could see he was bending over towards passenger footwell... Driver did not appear to increase speed despite all temp speed limits being removed and seemed to decrease speed despite no obvious hazards (when he did change lanes there was nothing in front impeding), necessitating myself and driver behind to have to slow - at one point I was having to do 31mph on the motorway because of this guy in front which is far from ideal IMO on an motorway when all other driving conditions were optimum. No hazard warning lights on vehicle so did not appear it was in any kind of trouble that would cause this... I left at J21A at which point this driver, having been drifting rightwards towards the second lane, suddenly decided to move to the second lane and although did indicate this time (at the same time as he changed lane) pulled right close into the back of a van, he was lucky not to hit it in my view!
To cap it all off, according to DVLA website this car's MOT was due in Oct 16 (last tested 1st oct 15!!!) and it is now almost July 17. This guy has driven his car with a 9 month overdue MOT through an average-speed check camera section of roadworks. Hmmm....
