Surely parking outside the marked bay area violates the conditions of use - if you had reported it to them would they have been able to issue a fine or arrange for it to be moved (at the owners expense?) Did you hang around long enough to have words with the owner of did you go somewhere else to kill time and miss them? Not worth ring the police? (I know they have plenty of work anyway)
