You are certainly right that driving slower and defensively should be the norm in the situation you describe but to be fair, if the obstruction is on your side of the road then you should be yielding to traffic coming in the opposite direction (just going by what I can see in the photo).

P175 MRP - Came hareing round the corner in Old Station Way, residential street in Shefford and then she had to slam on the brakes and move over to let me through the soup of parked cars. Yes there are too many cars parked in precarious area on the edge of this cramped street, so driving slower and defensively should be "the norm".
