Do you have any more details regarding the moped accident? Did the moped rider give you their details? Were there any potential witnesses? How did the collision occur? If the moped rider was riding at a reasonable and courteous speed and say, the driver swung a door open, then the driver is at fault. They can also moan all they like about demanding money..if they don't stop to exchange insurance details then whatever you do report it to the police as soon as possible. If you possibly live in the same street then try to deal with it amicably if possible. Please keep us posted.

Is the rider OK? Sounds like the car might be double-parked. What I suggest is, gather evidence. I know it's mentioned lots of times here, but if they're prepared to do the things you say then they would most likely not think twice about denying any wrong-doing.
Also, when the collision occurred. Did they stop to exchange details? If the driver is demanding compensation then tell them to go through the correct channels by exchanging details. If they won't exchange details then within 24 hours, report it to the police regardless of whether or not anyone was injured because they are breaking the law.

Always Parks in the middle of the road if they cant park directly outside their house. Knocked of someone on a moped then threats to lie to insurance company to blame young rider on a moped then demands £300 when she pulled out in from on the young rider.
