Because they have a shitload else to do and really can't be arsed with these low level law breaks. I mean, they could arrest someone on the off-chance it will lead to a bigger conviction by coincidence (as seems to be happening a lot recently — be careful if you are into something REALLY illegal/perverted as you might get tripped up if you're arrested for some minor offence)
But they have riots and thefts and drugs and the problems within their own ranks to deal with, not some crappy illegally spaced numberplates.
