Drove for about 7 miles or so doing 30 on a national speed limit road, while a huge queue of traffic built up behind. (no safe overtaking spots, but plenty of laybys he could have pulled in and let cars pass) Then finally from the left hand lane approaching a roundabout, cut straight across the right hand lane and turned right, without indication, causing other cars to slam on brakes. Liability.

These types of people justify it by saying "It's a limit not a target" when that's actually more dangerous.
