You post logical fallacies regarding the cyclist and the pavement when it is obvious that a) the cyclist is FULLY entitled to be on the road, and b), it has NO BEARING on what happened here.
You then bleat on about "Road Tax", which does NOT exist. Roads are funded indirectly and as such, MOST PEOPLE PAY WHETHER THEY WALK, CYCLE, DRIVE OR GET THE BUS.

It's not just electric vehicles, mobility scooters and ride-on lawnmowers that are exempt. There are other classes of vehicles exempt, including classic vehicles (made before 1977), disabled vehicles, certain agricultural vehicles. Until last week, vehicles emitting less than 99g/km were also exempt (that covered a lot of models from different car manufacturers). How could cyclists possibly be made to pay when these vehicles do not?

Wouldn't it be a wonderful day if the police actually visited the driver and issued them with a Sec 59 and a warning that if they repeat such a stupid, dangerous overtake then their vehicle will be scrapped.
And that a "confirmed" member of that police force acknowledged on here of that action.
