Yes it is called undertaking. Look it up. If the traffic is not moving slowly which at that point is wasn’t the vehicles in the left lane including the prat’s on two wheels must not overtake on the left. The law is there for a reason to stop stuff like that from even happening. Cyclists think because they have no licence that they are untouchable, they are not the rules still apply.
It’s in the British Highway Code, which is what we follow over here not US or Belgian driving regulations, perhaps you’d be better reporting drivers in your own country that you actually encounter instead of attention seeking by uploading other peoples clips both here and on the US rate-driver.com site.
