Undertaken doing 44 mph, then accelerates to 53 mph, not saying the undertaking was right but being sat in the middle lane speed up and down was poor driving, and no excuse to not move over to the inside earlier, everyone else seems to be driving right around 50 mph as they slowly drift past on both sides.

Look up stopping distances and the two second gap. The cam car had traffic ahead and was keeping at a suitable distance in accordance with the conditions - NOT the speed limit. It's a limit, not a target. If other people are jumping off a cliff I take it you do the same?
And unless you're blind you can't fail to notice the inside lane is occupied. The dash cam driver is already doing near the limit and moving over to create a sufficient distance would require going well over that limit. Moving over at the same speed puts them in DIRECT path of the traffic in that lane: a van, which is being tail-gated by a HGV. The van is speeding up to get some distance between themself and the blithering idiot behind. Again, it is NOT safe to move over into the inside lane; this regardless of whether everyone else is driving at the limit. You drive in accordance with the conditions not the limit.
