Cars parked on pavement are a far bigger problem. I see literally 100's every day, blocking access. Mothers with prams and disabled people in particular can't get past. You also get cars on blind spots, creating incredible danger for motorcyclists, cyclists, pedestrians and other car drivers. So in hindsight I say: live and let live?
