00:15 When the car in question stops at the lights it is not so much as case as wanting to stop but being literally forced to stop. Look at the actions of the person crossing. As they pass the car they glance..possibly because the driver is giving them abuse in one form or another. The driver then raises their right hand OFF the steering wheel whilst moving forwards; this despite the obvious fact the lights are still red. You see what follows.
I wouldn't be at all surprised if the driver was on drink or drugs. This shocking disregard for other people's personal safety is unacceptable and someone, somewhere knows full well who this driver is.
To that person. You need to report this matter to the police because this driver is going to kill. Do the right thing. Now.
