There's no legal requirement to obey that sign given it's not enforceable. There are no road markings, no signage as outlined and defined by the Highway Code that prohibit parking there, so the long and short of it is that the owner of that car is legally parked.

Well last time I checked, it was road markings that indicated where it is legal to park, not some silly wet floor sign with a note on it.
