By "lag" this I mean, there's always a slight delay between the lights going red and the box beeping to let the pedestrian know now's the time to cross if safe. This exists because of people like the person in this car not giving a shit about safety..

Clearly had no desire to prepare to slow down or stop, and went over on red. Any gambling of the timing of the lights and subsequent lag of the control box (safety measure) is NO excuse.
