Both drivers are in need of retraining.

One wrong does not justify another but when one idiot sits in an overtaking lane, forcing another idiot to slow below the speed he wishes to travel at, something will have to give and in this case, it did.

Stick to the left lane, do the speed limit and let the idiots be on their merry way - let the traffic police deal with them.

That other driver is a bigger prick than the camera car. Who changes lanes with so little space/warning and then comes to a complete stop in the overtaking lane and gets out? Only a massive prick would do that.
