What type of crossing was the young man cycling across? Even if it was a toucan crossing, one must NEVER assume drivers have seen you or that they will stop - wait until both drivers have slowed down or stopped completely. Even if you have the green man..never assume it's safe. Sympathies to the family.

Taxi firms use many roads in Newcastle city centre to do their Uturns and have already been informed not to do so but still they ignore the warnings

It's down to everyday road users to report any bad driving by any taxi driver to the relevant taxi licensing authority (generally your local council).
And such reports (with evidence) will be noted on the drivers log and positive action will be taken if needed.
