Pretty certain the fiesta isn't in the wrong, if you are turning, you're allowed to enter the yellow box. If you are going straight on at a junction, then you aren't allowed to enter the yellow box. So the guy in his fiesta is well within his rights. As is the "non-camera" cyclist who is in the cycle lane section of the road
