There's a heavy police presence in the area so i assume they're turning a blind eye to it, i believe they're deliveries or something to a local business. But they're generally there for 15 minutes or longer.

Where on earth is this place where police still deal with parking matters? In most areas parking has been decriminalised and is dealt with by civil enforcement officers working on behalf of the local authority/council.

Put a "polite notice" on their wind-screen and film them reading it. The danger they're causing here is obvious. If they continue to do it, ring the police and get it logged (ref: obstruction). That way the neither party can deny they haven't been made aware of any complaints. And what Mark said..paint the lines (or is the driver the wrong demographic for the council to focus on?) :/

Perhaps they are parking there because the double yellow lines are worn and faded, therefore they feel they would win any appeal, should they receive a penalty charge notice. I think you should pursue the council to repaint the yellow lines and enforce the parking regulations.
