Get a video camera and film them - from the public street. Go upto the van and enquire as to why they're there and why they appear to have cameras pointing at private premises. It may be someone who works for a company and parks their works van near their home? We get a lot of that near us. Do NOT approach the van on your own. If you concerned a crime appears to have been committed, call the police.
