@11:10:43 Your guess is as good as mine mate. Clearly some people ARE getting away with it, the police don't seem that bothered for the most part even if they say they have patrol cars and road cameras hooked upto the PCN, constantly scanning registrations. I think thoes people do it because they know that the penalty is ultimately going to be cheaper than the cost of staying legal..
