Not really doing anything dreadfully wrong and perhaps doesn't know the area and didn't realise.
Anyway, we've been in situations where the main road sharp turns to the right while a side street goes straight, and had someone waiting at the junction pull out in front of us because they assumed we were going straight on. So sometimes it may well serve a purpose even though for pedantic pricks like you it's not good enough.
