OK I'll literally spell it out since nobody seems eager to engage in your discussion..
The driver appears to be holding a phone or cup in this left hand. You will need to slow this video right down and even then you'll need a keen eye to pick it out, but he doesn't have both hands on the wheel and there is an arm on his left - possibly his arm - that is holding and object.

I'm not typing this for the sake of it. I'm not trying to get anyone in trouble. I hope I'm wrong. But being right will make me feel worse because this is how people lose their lives because of someone else's negligence. It appears - for reasons you may be drawn to having viewed this footage - that the reason that truck veered to close was because the driver was pre-occupied with something other than driving safely. What do you think?
