why was the emergency vehicles not using the hard shoulder, that is what its there for!! not for cars to pull onto to allow them past...

Because the ambulance driver is probably an idiot as well for not realizing he can use the hard shoulder can be used by emergency vehicles and not just for vehicles that have broken down.

these are times when stuck in traffic jams that ordinary people use mobiles and become anxious,as she seemed to be.

shame shes behind a little nazi with a camera,whos so pious and perfect that he has been chosen to judge his fellow man.

There is such a thing as hands free. If you have dependants or commitments that are influenced by traffic holdups (e.g. school pickup) then you should get a hands free kit or wait for a safe opportunity. A safe opportunity is NOT rolling in traffic. I have been rear ended in such rolling traffic by someone distracted on the phone. No, it didn't injure anyone but it did lead to months of hassle of insurance claims, repairs etc.
