at 4 seconds the bmw can see you coming but didnt slow down, they should have braked and given way in the space. i would say bmw driver at fault. i can see he has kids in the back, i wonder if he threatens to smash them in the face when they are naughty

I'm not sure about that. There's also thinking distance to take into account. It appears the BMW driver was already committed to getting past the parked car. Furthermore it's a bend. There is very little time to see, process, and act upon the information presented (the cam car approaching a bend traveling at near the speed limit). I think both drivers are at fault here, to be honest: the cam car for not driving according to the conditions and the BMW driver for being so aggressive.

I was all for defending you until you made threats.
The cam car is going near the limit on a sharp bend. Parked cars after the bend a car innocently negotiating those cars. Cam car hardly slows down at all, even though the oncoming car is already negotiating the obstructions, and basically has nowhere to go. Totally needless aggression on your part. No, I am not defending someone making threats and I am certainly not the driver - but I don't think the cam car is completely innocent in all this by virtue of their failure to show due care and consideration to other road users. Look at this from the other guy's point-of-view: you come blasting around the corner and won't slow down to let him pass. All it takes is a littler consideration and things like this probably won't happen - I am ONLY posting this registration for debate purposes. Thank you.

Wouldn't it be common sense to accept there's a high probability someone else will be coming in the other direction? Wouldn't common sense dictate one should slow down and be prepared to stop? The dash cam car's reaction time is slow it seems, it's like they just want to keep on going and only brake (sharply) because they have to - not because they want to.
You simply don't know if the BMW driver saw the cam car in time, due to the cam car's position and speed. A little less speed and this whole situation might not have happened..

sadly the reason he owns a BMW is the same reason he failed to follow the Highway Code because he's a fucking idiot who thinks it's OK to threaten someone.
I'd ask to police to intervene - yes I know they're busy and short staffed but the more that get away with this the more it will happen and if the authorities get sick and tired of all these "reports" then maybe they will begin to take positive action.... hopefully
