Some assumptions here - 1) using the roads denotes paying a toll, 2) the cyclist doesn't drive and doesn't have a licence, 3) everybody who has a car pays "road tax" (abolished 79 years ago by Sir Winston Churchill, so you must've meant vehicle excise duty which is based on emissions, meaning a cyclist is exempt for producing under the amount... like my car, incidentally), and 4) the cyclist doesn't pay council tax, which does fund the roads whereas VED doesn't. VED is changing to indeed fund road improvements but not until next year (at which point you can go back to calling it road tax again).
And you shouldn't overtake when a cyclist in front of you is indicating right. You wouldn't overtake a car doing the same thing now, would you?
(to pre-empt any questions regarding insurance, some cyclists do indeed have it, then again some motorists don't)
