Drives just under the limit and constantly brakes to annoy cars behind. Then races neck and neck when you try to legally overtake on a dual carriageway, then putting you at danger. Has the nerve to have a note on his car saying I'm sticking to the limit, but far exceeds it when no one is following for him to annoy. Dangerous little saddo.
