onlyme, how the hell do you get to that conclusion? The cycle lane was dangerous due to the parked cars. Ever heard of the door zone?
It shouldn't be 'moderately' safe. It should be a fully safe overtake, as shown by rule 163.
And like Alwinner said, the cyclist was doing the speed limit nearly and cycle lanes are usually poorly maintained and right next to idiots that don't use their mirrors when opening their doors.

That driver is too stupid to operate heavy machinery! He suggests that a cyclist going almost at the speed limit should ride in a 'cycle lane' in the door zone. Why should the cyclist endanger his safety so the fool in the car can get to the inevitable traffic queue ahead a split second earlier?

Yes he should take primary where a narrow road would mean allowing someone to overtake would be dangerous. That said there were plenty of times the cyclist could have entered the cycling lane and allowed a moderately safe overtake. He then comments he's doing 27mph (which I'd question as a former keen cyclist and looking at general speed of traffic) but because he feels the Vauxhall is too close he wants to challenge and become an arsehole by slowing down.
I'm all for cyclists reporting dangerous driving and the like but this cyclist needs a word in his ear from the police and maybe a cycling proficiency test
